If governing TW authorities/officials are slow to act/respond/engage (acting passive-aggressive on problems at hand), it's because they couldn't care less but for their own convenience of governorship at this point in history especially particularly because of the good economy. In stringent times oh they'd care of course but in stringent times all the more so they care only to get on whoever is the next grass-roots power with money and power to share with them given promises of next election dates and government tenureship.
Read the signs: they couldn't care less but to botch you up. As a matter of convenience in TPTB and how they go about doing things in Taiwan - particularly if you're not ethnically one of their own (Hoklo/Hakka). Particularly if you're not DPP.
Essentially you're something foreign from their economy and corrupt socio-politics (with the Devil behind them), so they're not going to give you f_cking sh_t unless you show your muscles, or they wait until you do. And then they're all of a sudden on their feet lashing out at you with all they've got in their arsenal, so you have to precalculate that before hauling them up for things. You have to think in advance what moves they'd possibly make and how much they've got in their cannon/arson/human reserves.
They don't give you sh_t damn until then. And then when the time comes to (publicly) haul them up for things they begin screaming like crazy hoping to make the impression the world that you're raping them and has been doing so all along from the very beginning of things.
Think of them as retarded Taiwanese dogs. Because they act like that.
